The region, including parts of Assam is witnessing heavy and moderate rainfall since June 26 last.

Pathetic condition of Capital road -- an unresolved problem

Subu Nomo

Itanagar, Jul 04: Nobody really wants to just point at the flaws everybody knows of but this is just to remind the people of the downtrodden, no, the pathetic condition of the NH- 52-A in Itanagar with which they have seemingly come to terms with.

In a journey embarked upon starting at the invisible Mithun gate, the experiences were rather something one would like to forget about. Witnessing the lack of drainage and the only consistency being of potholes, the first major landmark, Legi Complex can be seen, it’s roadside being a perfect example of a drain spilled inside out and the road, a vulgar display of dirt and stink.

On the way to Akashdeep Complex, near BB Plaza, already damaged road dangerously caved in which has seen no solution to it except for temporary landfills, which can lead to dangerous mudslides and roadblocks.

Akashdeep area, the heart of the Capital city is yet again a disappointing show of bad road conditions with natural speed breakers in excess, heavy traffic owing to the ultra slim roads and the R K Mission’s hospital access being a place you dump your dump in.

Moving on, we find the main event on the way to Kendriya Vidyalaya no. II, Chimpu, after crossing the Police Headquarters, a crater-like hole in the ground we call road along with other horrendous disfigurements.... It can be assured that the phrase “School Chalein Hum” will come true as school students will be walking their way to study.

Our society has time and again failed to “walk the talk” in matters that matter, pointing fingers at each other, not realizing the role each one plays in the societal chain. Personally, I do not expect any change to come anytime soon, not in the administration nor in the people’s mind sets, but if somebody is reading this, the only thing to do is to do your bit, if not, it really doesn’t matter.

ALSU stages dharna, threatens to intensify stir

Staff Reporter

ITANAGAR, Jul 04: The Arunachal Law Students Union (ALSU) today staged a peaceful dharna as its first phase of agitation demanding immediate cancellation of the appointment of Joint Director (Agri-Allied) Rural Development department in front of the Secretary of Rural Development at State Institute of Rural Department (SIRD) office here. Hundreds of ALSU activists thronged at SIRD office entrance gate holding placards and shouted slogan against the state government for alleged illegal appointment and its indifference attitude towards their demands. However, none of the officials of the department were present except few security forces.

Addressing the media persons ALSU president Tadar Tarish said that union would intensify its agitation till the demands are met. “The appointment was made illegally, violating the recruitment rules and other procedures” said ALSU president. Tarish also alleged that appointment was made under political influence.  However he made it clear that union has no intention to target any individual rather it is against the wrong system infested in every department. The union further disclosed that it would organize peace protest march on 18th  July next if the demands are not fulfilled. He also appealed to the people to cooperate with the union by hinting that bandh call would be the last option.

General Secretary Romik Jogu in his address said that motive behind the opposition of illegal appointment is to send clear message to every department that union would not tolerate illegal appointments. Jogu further condemned the state government for failing to deliver justice to the various rape and murder victims while referring recent gruesome Bhalukpong rape and murder case of a minor.

Earlier, ALSU had submitted its representation to the chief secretary on 18 April 2013, seeking immediate cancellation of the appointment. It claimed that two regular posts of joint-director in the department are enough to deal with the centrally sponsored scheme like MGNREGA, IAY and IWMP etc.

Interestingly, according to RTI documents made available to the media by the union, the department itself ridiculed the idea of appointment of joint director (Agri-allied). In its observation remark (point no 2) the department said, “No demand from the department for the proposed technical post (JD-Agri) from outside as it will invite contradictory. If Govt creates JD(Agri) similar demand will be cropped up for the creation of post like JD(Veterinary), JD(Fishery), JD(Industries)etc”.

Will Arunachal earns the dubious distinction of most corrupt state?

Dear Editor,

Through your esteemed daily I would like to share my sentiment on the rampant corruption taking place in the state.

True to late BakinPertin, Arunachal is a land of khusi-khusi. Laws and rules are made but these laws are enforced on common man and high profile personalities are spared from its purview.

The government plans various schemes for the common man and spent crores of rupees but not even 30% of the money is spent on actual development due to leakages taking place at every stage. The engineers prepare estimates double the actual cost and the contractors execute the works far below the specification to save more because in every step, right from obtaining work order to passing of bills, he has to pay money to the engineers. The engineers and the bureaucrats have to extract money from the public to recover what he incurred while obtaining posting/retention order in his place of choice. In present days, no engineer will survive if he did not pay "percent" to the authorities who look after transfer-posting.  The easiest way of earning money for some is to issue transfer and posting orders and later, orders are kept at abeyance.

Fake bills worth crores of rupees are drawn every year while genuine bills are  kept pending for long citing one excuse or other. The authority responsible for this fails to understand that every rupee in the state exchequer belongs to the public. There is need for judicious use of the money for development works but money is siphoned off through corrupt means resultantly, people at grassroot level remain deprived of genuine development.

As the MLAs wished, MLA-LAD fund have been enhanced several times. The MLAAD fund guidelines have been devised in such a way that it can be utilized in khusi-khusi manner. While some Hon'blemembersutlised the fund judiciously while others saved it for use in next election and utilize it in electioneering process by distributing CGI sheets procured from the fund.

Bridges and buildings worth crores of rupees which were constructed not in very long  time collapsed due to improper foundation. Why the authorities fear to take action against the officers and the contractors ?

Some high profile persons forcefully demolished two-three Govt quarters and constructed private residential building over there. No one dares to lodge even an FIR while for some unlucky persons, they face eviction from the authority. Why the provisions of Arunachal Pradesh Eviction of Unauthorized Occupants Act not uniformly applied to all unauthorized encroachers ?

In the recent past, some back door appointees were shown the exit door but still the practise is on. New appointees still emerged. Many officers and officials appointed illegally are allowed to continue. There is no yardstick to treat such a similar case.

There are provisions for creation of post of Treasury Accountant, Sheristidharetc  to mention a few. In some districts, these posts have been created but for many other districts, proposals for its creation have been put to dustbins. Why such arrangement?  If a Minister wants, new posts are created and vacancy filled up from his near and dear relatives without following minimum norms.

If the trend continues, Arunachal will definitely earn the dubious distinction of the most corrupt state in the world and a land of Khusi- khusi. Brethren, let us wake from the deep slumber and save Arunachal.

Birds yet to come back in Daporijo area

Dear Editor,

Through your esteemed daily I would like to share my experience and observation with reference to the article presented by Tai Dora, a range forest officer, Govt. of A-P, under the caption “Birds are coming back”. He has nicely presented and focused the article as per his observation. But in our case, it is something different. In our areas children and villagers don’t use catapult and arrow to hunt the birds because there is no availability of birds in the surrounding area. All birds and wild animals are being killed and hunted by some bad officers and rich people who always carry air gun, pistol, point 2 gun and other sophisticated weapons to hunt the wild species.

Whenever they visit village, they carry those weapon to kill the wild animals on the way. Even they don’t leave the house sparrow for as chunk of their delicious breakfast.

In our area the species of birds and wild animals are decreasing day by day. Even we are not able to enjoy view of migratory birds which we often use to see during the change of season in the past. Beside that observation, I have also come across the use of wild animals in rituals and ceremonies associated with death person among different communities of Arunacha Pradesh with a view to give peace to the departed soul. In addition to that bad scene, the open selling of wild animals in daily market in our area shows the some point of negligence and weakness of concern authority in their responsibility and duties.

Yours,

Tacha Lusi Sorum,

Daporijo

Wearing uniform is essential part of job

Dear Editor,

I intend to express my opinion pertinent to nursing profession in our state.

Many government Nurses in the rural areas or outposts are in the habit of coming to hospitals without uniform. Use of uniform during duty hours is essential as per the professional code of conduct. Moreover, the state government is spending a sizable amount in the form of their uniform and washing allowances which are revised from time to time. Non-use of uniform is yet another sign of growing indiscipline in the noble profession. Still more concerning are the indiscriminate issue of 'uniform certificates' by some Medical Officers to such erring staff. The service code of conduct deserves to be implemented irrespective of whether urban or rural, big or small health centers across the state. There is no point in wasting huge fund, if authorities cannot ensure compliance of Rules. Instead, it can be used for poverty alleviation or developmental programmes.

In view of the unique and challenging nature of the job, it is desirable to conduct in-depth psychological /personality tests of the candidates during the process of recruitment so as to select only those having the necessary traits or aptitudes are selected.

Yours

Jeevon, Naharlagun.

Environmental changes and its impact on corporate sector

The future of the private sector will increasingly hinge on the ability of businesses to adapt to the world's rapidly changing environment and to develop goods and services that can reduce the impacts of climate change, water scarcity, emissions of harmful chemicals, and other environmental concerns. These are some of the key findings of a new report released by the United Nations Environment Programme (UNEP) and Sustain Ability, entitled GEO-5 for Business: Impacts of a Changing Environment on the Corporate Sector.

From extreme weather events, to rising pressures on finite natural resources, changes in the global environment will increasingly impact operating costs, markets for products, the availability of raw materials, and the reputation of businesses, from finance and tourism, to healthcare and transport. Rising temperatures are challenging the future viability of tourism businesses too, says the report.

The UNEP study says that more than 80 per cent of the capital needed to address climate change may come from the private sector. This can bring about significant "green economy" investment opportunities in the finance sector for green buildings, energy-efficiency technology, sustainable transport and other low-carbon products and infrastructure.

In cities, around 60 per cent of the infrastructure needed to meet the needs of the world's urban population by 2050 still needs to be built, presenting significant business opportunities for greener urban construction and retrofits. Over 1.5 million square feet of building space are being certified with green standards each day.

According to the report, human pressures on the global environment mean that several critical environmental thresholds are approaching, or have already been surpassed, beyond which abrupt changes to the life-support functions of the planet could occur.

While the risks are significant, such environmental changes also represent major opportunities for businesses that successfully manage them, and seize the demand for sustainable technologies, investments and services.
